How do you register when you move to Lucerne?

New residents report to the City of Lucerne's residents' office (Einwohnerdienste) at Obergrundstrasse 1 within 14 days of moving in. Anyone arriving from abroad registers in person at the counter, with a passport or ID, a rental contract and family documents. The fee is CHF 40, and the office forwards the arrival notice to the cantonal migration office.

The rule comes from the canton's residence law (§ 3 NG), as the city's fact sheet of 1 January 2026 states(City of Lucerne, checked ). The office is in the city's Customer Centre, open Monday to Friday from 9 a.m. to 5 p.m. Moves within Switzerland can also be reported online through eUmzugCH(City of Lucerne, checked ). The guide to registering at your commune explains the Swiss system.

Documents for foreign nationals

  • Passport or identity card, and a residence permit if you already have one(City of Lucerne, checked )
  • From abroad: a copy of the employment contract, if any, for the migration office
  • Family book or family certificate; unmarried or single parents bring the child's birth certificate
  • Rental contract or housing certificate (Wohnungsausweis)

People arriving from abroad cannot yet show Swiss health insurance; the fact sheet notes that basic insurance must be taken out within three months of taking up residence(City of Lucerne, checked ). Permit questions go to the canton's migration office (Amt für Migration) at Fruttstrasse 15, phone 041 228 77 80(City of Lucerne, checked ).
