Three cities in Canton Bern run their own migration authority, so the office depends on the place of residence: the EMF in Bern, the offices in Biel and Thun, and the cantonal Migrationsdienst at Ostermundigenstrasse 99B for the rest of the canton (Canton of Bern, Amt für Bevölkerungsdienste, Migrationsdienst, checked ). For city residents the EMF takes the application and decides on it, and the city holds information events on family reunification (bern.ch, checked ).
EU/EFTA citizens who will work for more than 90 days file the web form before starting, attach an employment contract or employer confirmation no older than one month, and may begin work once the application is filed (City of Bern, checked ). For nationals of other countries the employer applies to the Amt für Wirtschaft at Laupenstrasse 22 at least eight weeks before the start date, and that permit and the migration authority's consent must both exist before work begins (Canton of Bern, Amt für Wirtschaft, checked ).
Holders of B, C and S permits receive an expiry notice from the State Secretariat for Migration one to two months before expiry and return the papers to the EMF by email or post, while L permit holders receive no notice and contact the EMF directly (City of Bern, checked ). A third-country national without a Swiss or EU/EFTA spouse or partner who moves to another canton applies in advance to that canton's migration authority (Canton of Bern, Migrationsdienst, checked ).
Foreign nationals register at the Einwohnerdienste, Migration und Fremdenpolizei (EMF) at Predigergasse 5, whose counter is open Monday to Friday from 10.00 to 16.00 and until 18.00 on Thursdays (City of Bern, checked ). Registration is due within 14 days of arrival, by web form for EU/EFTA citizens and by posted paper form for other nationals (bern.ch, checked ). The cantonal tariff lists CHF 25 for entering the registration (Canton of Bern, checked ). See registering at your commune.
